[Premium Times] My suggestion is different. Instead of purpose-driven, or an unworkable zero-based, or a complicated performance-based budgeting system, why not simply focus on maintenance. Call it a maintenance budget; one that forces us to work on one of our cognitive biases - inability to maintain anything whatsoever.
