[ISS] For the first time the escalating terrorist threat in Mozambique has been discussed by African leaders, at the 33rd African Union (AU) summit in Addis Ababa - more than two years after the insurgency started in the northern Cabo Delgado province. AU officials spoke of a 'totally new threat' that has reached 'unprecedented levels' in Mozambique.
