[Daily Trust] To many, the problem of open defecation and the move by the Ministry of Water Resources to rejig and deliver the Wash Action Plan started four years ago, but couldn't have come earlier when the decision to make it an efficient and effective delivery mission and vision of the organization was put in place. When viewed against the fact that there are equally competing projects yet to be completed by the ministry, it could be a litmus test for effective service delivery.
